Our perspective is uncommon: we have worked on the health plan side, alongside providers and IPAs, and in running community clinics. That lets us see problems from every side of the table and recommend solutions that work in practice.
We are based in California and serve clients statewide and beyond. We travel to our clients and work on-site with their teams, and our current engagements include organizations in Alabama, Georgia, and Texas.
Medicare Advantage is a key area of expertise, and most of our experience comes from MA plans, across member experience, Star Ratings, sales and broker channels, and network development.

Co-Founder & Principal
Kevin Ebilane is a healthcare executive with more than 20 years of leadership spanning Medicare Advantage, managed care, provider-network development, consulting, and regulated sales. As Vice President, Member Experience at Golden State Medicare Health Plan, he directed member services, appeals and grievances, and sales and broker operations, and led strategies to improve plan performance across CMS Star measures, CAHPS, HOS, engagement, and retention.
Kevin is also a Co-Founder of CHOICE Health Network, which runs and operates community clinics across Southern California, providing medical and mental health care for underserved communities in Orange, Los Angeles, and San Bernardino Counties from its base in Anaheim. He leads the organization’s strategy, operations, and growth.
At Legacy Management AE LLC, Kevin advises health plans, IPAs, medical groups, and provider practices on Medicare strategy, operations, growth, contracting, and performance improvement. He is a California licensed health insurance agent and holds a Bachelor of Science in Economics from the University of California, Irvine.

Jerry Arellano is a healthcare executive with more than 20 years of leadership experience across health plans, independent physician associations, medical groups, and healthcare consulting. As Vice President of Network Management at Golden State Medicare Health Plan, he negotiated hospital, ancillary, primary care, and specialist contracts and served as chief liaison for risk adjustment, quality, and provider performance initiatives, including HEDIS and Stars.
Jerry is also a Co-Founder of CHOICE Health Network, which runs and operates community clinics across Southern California, providing medical and mental health care for underserved communities in Orange, Los Angeles, and San Bernardino Counties from its base in Anaheim. He leads the organization’s strategic planning, data, and technology.
At Legacy Management AE LLC, Jerry advises healthcare organizations on managed care growth, payer and provider contracting, network development, operational strategy, and market engagement, including for Medicare Advantage organizations. He is a licensed insurance agent and holds a Bachelor of Arts in Psychology from the University of California, Irvine.
